    Think you've misread the previous advice - they can discriminate, just not on the basis of any protected characteristics.

    Great, so we finally agree (I think) - Councils can be the beneficiaries of covenants, and the OP could have a covenant on their property regarding parking caravans that the council would be entitled to enforce if they wished.  If so, it would be entirely proper for the council to send the OP a letter asking them to stop parking a caravan in their (front) garden.

    If we have finally got there, then it only remains to be seen whether or not the OP's deeds do contain a covenant with that effect, whether the message back from the planning officer was correct about them not being interested in covenants, and whether the whole issue was about covenants or if it was actually planning related.

    Hopefully the OP will find out, or will have no further problems with their caravan parking, and will come back to update the thread in due course.
