when is a guarantee not a guarantee??

my son had to replace the roof on his first home-traumatic I think most would agree to find that amount of money especially in these days of covid-he did some research and picked one with the Confederation of Roofing Contractors logo and membership (Promised 10yr insurance backed guarantee) when work done he paid promptly and in full(bank transfer proof) received paperwork from roofer and written on it 'once paid in full customer will receive 10yrs insurance backed guarantee'-none was forthcoming... he waited but couldn't get a hold of the roofer- so he contacted CORC who just said they couldn't get hold of him either(after my sons phone call ) and would remove him from their members list , (there doesn't seem to have been any due diligence or even a vetting process and he was still on their members list weeks later) asked them for the 10yr insurance backed guarantee -they replied that it was nothing to do with them but down to the rogue roofer himself to ask for it- and yet in a quote taken from their website"as a condition of their membership all corc assoc members shall provide their own material guarantees of 10 or more years duration") What are my sons rights vis a vis any guarantee from anyone for the huge amount of money he has forked out-he feels really let down and I feel useless in not being able to help him

Normally these schemes are a guarantee from the builder that will be honoured by the organisation if the builder goes bust.
If you don't have a guarantee from the builder they can't back it up.
Was the builder actually a member or just using the logo?
If they were actually a member I would push back as it shouldn't be up to you to vet their members.
If the work done by the builder is actually fine there will be no issue as new roofs will last far longer than 10 years.0
