Parking Eye fine

Hi all.

First apologies to those who have taken time to post details on how to proceed as newbies, a family member responded to parking eye before I found this forum.

 A Brief overview

The backstory was the family member parked their car in Clacton on sea, the parking eye site worked on cameras as you drive in & leave. The vehicle was in the car park for 2hrs 28mins according to the fine paperwork but they only paid for 1hr. (£3)

On leaving the car park the family member entered the correct registration number into the machine which showed the amount to pay (£3) they entered their debit card, paid and left, never thought any more about it. then they received a fine of £100 through the post.

 They have the receipt from the machine to show the £3 fee with the correct vehicle registration number on it, also the fee on their bank statement.

 Initially, they responded via portal.parkingeye.co.uk with the details as above, they then received a letter to say the appeal was rejected but they would reduce the fine to £60 as a gesture of goodwill, any appeal would put this back to £100.

They then went onto the POPLA website and submitted a case based on the above this was on 21/7/21, so the 7 days is up tomorrow.

My question is how do they proceed, withdraw the appeal and pay the fine or continue, personally I can see why this is so frustrating as they paid in full the fee requested, and have really done nothing wrong.

Any advice would be gratefully received, thanks in advance.

    firstly , its not a fine , its an invoice , Parking Eye CANNOT "FINE" ANYBODY !!

    without seeing pictures of the signs onsite and on the payment machine its impossible to decide what the advertised terms were, but payment on entry is more usual , not pay on exit

    there is no 7 days for a popla appeal, only the comments feedback to popla once an appeal is made and PE have uploaded their evidence pack , this is when the 7 days to make apellant comments in less that 2000 characters is allowed

    insufficient time paid for is the allegation, bilking !

    ideally plan A is best , a landowner cancellation

    if PE complied with POFA, then the keeper is liable, if all the other conditions are met, such as landowner authority, signage and BPA CoP etc

    What seven days do you think is a thing?  There is no seven days.  Let it ride out.  If they've done a bad POPLA appeal, sobeit but there still might be a way to win at POPLA. 

    No-one withdraws a POPLA appeal unless the landowner has agreed to cancel the PCN, so have they exhausted PLAN A from the NEWBIES thread?

    I think you have been the victim of the parking machine confusion scam.
    From what I can find out about this car park you can pay at any time before you leave, in other words you can pay on arrival or on exit but it's your responsibility to increase the payment from the default minimum to cover your time on site.
    I could be wrong but I suspect the screen showed minimum payment £3 not amount to be paid, which is logical as the system could not know how long you would be staying if you paid on entry.
    They have a car park like this in Weymouth that operates the same way, it confused me at first.

    If you ever go back to Clacton, you can park along the seafront for 3 hours free of charge.

    I don't know why people even use private car parks.  At almost any location you can park on street, either free or at minimal cost and completely safe from postal PCNs and predatory tactics, because Local Authorities can't use CCTV or ANPR for parking events (except in sensitive areas like school and crossing zigzags).
