Returning old licence when renewing photocard licence

Not that it matters, since the thread is three years old and it's unlikely that anyone is waiting for an answer.

And that change must have come into effect since Aug when I renewed my photo card licence as I still have the expired one and received no letter or envelope to send it back.0
