Car destroyed 4 months ago now receiving fine letter from dvla?

Hi,
My car was declared sorn and parked on a public road- I was about to move it to private land and it wouldn't start, long story blah blah etc.
It got towed by dvla and the option was for them to destroy it or for me to pay hundreds ( more than the car value) to get it back, so, they kept and destroyed it. I thought that was the penalty for the offence, I didn't realise theyd be threatening me with court months later.
So I got a letter a few weeks ago saying the dvla want £150 from me and had to fill in a few details and send back, no option to ring and speak to anyone at all. I sent it back the same day I got it. Now I've just received another letter asking if I want to plead guilty to the offence and pay £150 . They're also saying they never received the letter I posted back to them . They also want an income and expenditure form filling in? Which is fine by me , I'm a single parent on JSA and the amount they're asking for is more than I get to live on per week. Obviously wont be able to pay them £150, does anyone know if they will accept installments, or what happens if I cant pay?

Some details are missing here.
For example, didn't the letter you received say exactly what the £150 was for?
What exactly is 'the offence' of which you have been accused?
Were you advised before they towed the car away that you would be charged for that service and if so, did they quote £150?
Did they advise when they would be coming to collect the car? And did you agree to them taking it in writing, or sign anything to say you would pay £150?
The best thing you can do now is try to contact DVLA, there are details of three ways to do so in the link below -

As we major on private parking tickets here, PePiPoo will be your best bet for advice on dealing with this. Register there but please note that a hotmail address won't work - try using a throwaway gmail account instead if you do have trouble registering and post a new thread; here's your link:Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the DVLA (both sides, if appropriate) as they need to see all the small print.
