Landlord delay move in date after signing tenancy agreement?

I’m supposed to be moving into the new house tomorrow as agreed on the tenancy agreement which is signed and the deposit and rent in advance is all paid for. We’ve asked the letting agent over the last week over and over if the 23rd is still okay to move in as we booked the moving van and got everything ready and they kept saying everything is 100% okay to go ahead.
I got a call today from the letting agent saying that the house is not ready yet as some light switches hasn’t been installed and the doors haven’t been sanded down so we might not be able to go ahead and move in tomorrow.
From what I understand surely they can’t do this? I mean we are happy to move in tomorrow while they work on the house if needs to be, but because the move in date is the 23rd on the tenancy agreement surely they are not allowed to change it?

Go fetch your keys then tomorrow. Tell them you're doing this. It's your home!1

Tell them that as the tenancy agreement is signed, they need to provide a property to move in to tomorrow. But check there aren't other things that haven't been done.., like water connected etc. If it isn't habitable, they have to provide something else. Also get written dates when the incomplete work will be completed.
If you feel like it, you could offer that if they pay your cancellation of removal costs, you will wait.0
