So a friend has received a PCN from UK Car Park Management through the post. The deadline for appeal seems to be over, but they never sent a Notice to Owner, just a PCN. Should he just wait for the NTO or is the PCN through the post considered the NTO?

There's no NTO in private parking cases. Do you mean NtK (Notice to Keeper)?

You've been around this block many times with other tickets, I would have thought you'd have checked out the NEWBIES FAQ Announcement first.I can see conclusions to your previous threads - any updates?Please note, we are not a legal advice forum. The postal NTK PCN is the Notice To keeper , after obtaining keeper details from the DVLA
Ownership is irrelevant , NTO has no place in private parking matters0 -

Regarding the other PCNs from Parking Control Management (PCM), unfortunately no. The first one was meant to be cancelled following the IAS email but still shows up as outstanding, and the 3 other appeals I sent out have not been responded to.
The Iceland Excel PCNs also have no update following my latest strongly worded email to Iceland requesting the cancel the PCN and not to let Excel force them to keep anything otherwise I'd vote with my wallet whilst attaching screenshots of all the transactions I made at Iceland over the last year.

As the newbies FAQ sticky thread says , it doesn't have to say notice to Keeper , but if it's a PCN in the post , a Notice To the Keeper , it's a postal NTK , or treated as such , so the First postal PCN1
