Yes, I wouldn't have thought about contacting PALS regarding this issue, ever. I thought PALS was mainly for healthcare-related things. Really appreciate your help @Redx !!

Brilliant that it worked again, and I knew Sunderland NHS Trust have had complaints like this in the past and had stepped in to cancel PCNs, so they are aware that ParkingEye are an issue to patients. 

God knows why they allow them to be in hospitals but I'm sure it's all about the spiel about 'rich data' from the wonderful technology, and 'extra security' and all sorts of other flannel that excuses ParkingEye tracking the cars, including faces of patients and visitors 24/7 and then getting their data. 

Horrifically unjustified and intrusive way to run a hospital car park but apparently the previous Surveillance Commissioner seemed to be under the delusion that everything was fine about parking firms using ANPR.  Hopefully the new ICO/Surveillance Commissioner is more through in their scrutiny of this industry.
