Selling/buying part property

My sister and I own my mother's flat equally. Following her death last year I completed the transfer of title through the Land Registry procedures. The flat is worth £80k. My sister wants to sell her half to my partner. They have agreed a price, and we are all three in agreement. My partner has the cash. The Land Registry say we need a solicitor to 'sign it off'. Is this correct? Can we not just transfer the title again and my partner pay my sister direct? Or could someone advise me on the best way to do this, as it seems straightforward to me. But I'm usually wrong on this sort of stuff. Thank you for any advice you might provide
