IF you have the Information needed ?Bank statements which prove the tenant was in arrears,  emails with both your EX tenant/s and the DPS people then submit it ASAP.
    Why the delay ?

You can pursue a complaint against DPS if they messed up, but DPS have no means to recover the monies from the tenant.  You would be better to pursue a Court claim against the tenant for the arrears and any damages.

Does your tenancy agreement specify you can keep the deposit for rent arrears? I Ask as many don't and people get caught out.

Log a complaint with the DPS. I can't see how you have gone from making a claim to agreeing release without knowing. I didn't think their process/website was that complicated.

They wouldn't deliberately have given wrong info and seems unusual considering this is their main purpose that they would misadvise on this particular matter
