Cost of owning empty residential land

Hello, I have written about this land before, but sadly more questions keep popping up.
Does anyone know if there is many fees for just owning residential land with planning permission (planning permission has 2-3 years left on it)? For example, does an empty plot pay council tax?
I am buying a plot of land, but some unexpected family expenses have come up and I might have to wait 1-2 years before I start construction which would give me plenty of time to save up some money. I didn't want to get burdened with bills whilst I am on hold.

It won't be liable for council tax. Might be rateable depending on what the previous/existing use is. You can look that up.1

Depending on any planning condtions, it might be worth at least starting the works such as digging the foundations to stop the planning permission expiring.1
