Let the ICO know he has obtained your personal data, has used it and is now outright refusing to answer any Subject Access Requests by being cagey and referring you to a 3rd party company! Is that 3 months for Autosec to reply to your claim or 3 months for them to reply to the ICO?1

Took me about nine months before the ICO slowly moved to have a word with BW Legal, who refused me a SAR.
