When applying for the Virgin credit card, what do I need to do in order to benefit from the 0% credit transfer?
Do I need to 'pretend' that I have a large outstanding balance with an existing credit card provider?

Sounds like you're new to the world of credit cards. I would suggest that you read the articles on credit cards - click the orange 'credit cards' box at the left of this screen. In the meantime, some quick answers to your initial questions...

Do you have another credit card? You'll have to do this if your other card is at 'zero', ie no balance.
