Council RTB1 form no response?

Hi all, new to the site and purely joined for advice on this topic. 

I have been a council tenant for 9 years living in a flat with a secure tenancy in London. I know there's strong opinions on people buying council properties but i've worked out the mortgage payments on the flat would be lower than the rent I'm paying and I don't earn much as a single female in London working for the NHS. Also (to try and justify my actions....if thats possible) I do not feel like I'm depriving a family of a home as this is a small studio flat and I do need it as I couldn't afford to rent privately but would like to own something at my age.

Anyway, I sent away my RTB1 forms after downloading them online from the GOV website and signing them. It said to send the forms recorded delivery and I am to receive an RTB2 form with my answer within 4 weeks which should of been yesterday 15/07/2021. But I have heard nothing? I'm aware there is a pandemic but I'm unsure of my next course of action if anyone can advise? When I have researched delayed responses during the right to buy process, it shows there is penalties if delayed. But I do not feel that applies to me as I haven't even received a response to say if I'm eligible? 

Has anyone been in this position or could advise me on what to do next? I have proof of recorded delivery.

    Contact them and ask? People are working from home, or self-isolating, or ill, or on holiday. No need to panic the first day after the usual timescale has passed.

    It definitely says 4 weeks to reply (couldn't see a mention of a penalty)

    Just give them a call. It may be sat on a desk somewhere.

    The councils can be slow at times. I would not worry about it much.

    Call them and send an email for audit trail.

    Send a RTB6 form stating the delay and they then need to respond with RTB7. If there is not a reasonable explanation for the delay, then the penalties will apply.
     
    You are entitled to do this as they are not adhering to the 28 day response time from RTB1 being received.
