Croatia moves to the green watch list on the 19th July however the FCDO still advises against travel to the whole of Croatia

The keyword is 'advises' - this isn't telling you not to, just that it's not recommended.0

And the wording on that won't change until it's on the green list. As it currently is not the advice will be to not travel.
