Any help heating install for elderly?

So last year my mum's gas fire was condemned by Cadent I think, after they upgraded the supply pipes in the road. As the gas had to go off they checked all the appliances were working ok again and the very old gas fire had to be turned off. We arranged for a new one to be installed but as there is an existing back boiler there it couldn't be fitted within the new Gas Safe rules and regs. So last winter she just had two oil radiators which just about did the job but was expensive to run. A gas engineer did a test and found the gas pressure in the kitchen supply pipe wasn't sufficient for a boiler and she didn't want the upheaval of digging up concrete floors etc for new pipes.

Her health is deteriorating and she's housebound now so we need to get some better heating provisions in place for this winter. She's not registered disabled, but effectively is. And she's in receipt of the pension top up (can't remember the proper term). Is there any help or grants for perhaps a new gas fire from any energy companies or eleswhere does anyone know?
