Buyers mortgage valuation

We found a house and put in the offer, another prospective purchaser did the same we ended up going up to £27,000 over the value.
Now the house needs a lot of work doing to it and the surveyors report reflected this so we contacted the EA who contacted the client (repo) We sent the rics over and gave them our blessing to share the report with the client.
We offered them £12,000 less and they accepted once they had received the rics and read thru it.
Our rics was carried out a week after the offer and we went back to them extremely quickly and were happy to share the info, If there is truly issues with the property then I would hope that that would have shared, as it is a totally reasonable request.
I would question what type of survey that they had carried out and if they are just either having cold feet or are trying their luck and hoping that by being silent forcing you in to a line of communication to possibly reducing the price to sell.
