I'm thinking similar to Robin9, it may be a heatwise meter or old RHT. Restricted hours tariff.
These involve two meters with, one recording electricity used for heating/hot water and the second recording all other electricity usage. They were designed mainly for all electric properties with storage heaters. To work, one of the meters will be wired into the heating circuits at the property.
Heatwise and RHT are being phased out and alternatives will be offered, this is a project looked after by our simpler metering team.
It's good you've raised a complaint, as you'll now have the one person dealing with it and they can investigate what is going on, as it does sound like the metering set up is a bit more complicated.
Thank you also for providing pictures of your meters, this will be very helpful.

February was a typo sorry
Today I called EON again as I wasn't sure my complaint was lodged? I didn't receive an email confirming. First call hung up straight away, second adviser finally got what I was saying, put me on hold and hung up. They tied to call me back 2x when I answered it hung up. Is there a problem with the systems @E.ON_Company_Representative:_Helena it should really be looked at it's very frustrating

These are my meters from today, clearly meter 3855 is not in use (sorry I put it wrong in OP; the adviser got the readings round the wrong way on my opening readings so its confusing me), meter reading has not increased since I moved in (8355: 23594 on 11 June, 4132: 29723) and it's the 4132 that they are estimating at 2000kwh per week despite me giving the actual meter readings they keep estimating it as something ridiculous. Have provided pictures numerous times by email and responded to tell me they are on my account but I need to call customer service who then tell me they can't see it, ask me to send again and say it hasn't sent even though.
Also my bill:

Thanks for the photos! Can you get a wider shot that shows where the grey wires (tails) coming from your meters go? The should go to a fuse box or something similar?(Is it just me or is there something odd about meter 3855? It should have incoming and outgoing tails but I can only see one pair not two?)N. I think there was probably a old RHT heating curcuit used on the 3855 meter and whoever removed the heating decided not to do it properly and leave the meter there. This obviously leads to the sort of problems you are having! Yes removing it costs money but is for the best unless you want to use it.Otherwise on every change of supplier you will get this. (and having left scottish power you are probably not on the right tarrif anyway as only they ever supported it so it will be billed same as the other meter).In the short though send that photo in to eon and get them to validate the read. (take another picture with "todays paper" or whatever if they want more, or a video with you saying something they say!).1

There isn't a problems with the phones as far as I know, I will ask about it though, as that's not great.
It may be worth talking to us on Live Chat, that way you can send the pictures in real time if they need a copy. It may need to go to a department called historic meter corrections.
It does sound like it was a complex metering set up in the past and things just haven't been put right.
They can sort this for you and also check the complaint. If it is raised a complaint manager will be your point of contact.
A picture with up to date reads would be useful.

@Carrot007 thanks that makes so much sense. It was a tenant prior to me and they've been getting mail here from EON repeatedly which I can only imagine is debt due to the meter set up.
@E.ON_Company_Representative:_Helena but the button didn't work to upload anything. The meter reading pictures I provided in my last post were taken today. which I've sent to EON twitter DM.
Many thanks for helping me guys. I have rented previously and had no issues so this is all new to me, and a bit frustrating when you work full time and have no-one to try sort it out for you! I work in customer service myself so really try to be understanding of customer service advisers but after spending all my lunch breaks having to repeat to a new adviser each time and the call ending even I get a bit annoyed. Maybe it's my phone...

Have you just bought the property. The first post suggests this right? (the previous owner was a landlord who had tenants?)
If this is your property then it may be worthwhile reassessing how the property is heated/hotwater.
It looks like the storage heaters were supplied by the second meter (the one on the left), but they have since been ripped out as there are no outgoing meter tails from the left sided meter. It may be worth arranging for this meter to be removed completely. (its an easy job that takes 15minutes) as this will then completely eradicate the problem you are having currently.
The left meter as it currently stands will never increment, so its pointless being there (unless you decide to have heating attached to it in the future....but those legacy 4 tier tariffs are nearly extinct and usually are quite pricy now, so no point in having it.
Send this last picture to eon, and hopefully someone who knows what they are looking at will correct this for you ASAP.
