Is it possible to get a Provisional Driving Licence without a Passport?

Asking for my son. Born in England and lived here all his life, now wants to apply for a provisional driving licence. He's never had a passport, and although he will get one in the future, he wanted to wait for the covid situation to settle down a bit more. 

On the Government website it looks to both of us as if he needs a passport in order to apply for a provisional. The alternatives that are listed are all various types of passport or travel documents. 

Are we reading this right? Does he have to first get a passport, in order to apply for a provisional driving licence?

    You can use a UK birth, adoption or naturalisation certificate, but you must send it with one of the following:

    • National Insurance card or a letter from the Department for Work and Pensions (DWP) showing your National Insurance number
    • photocopy of the front page of a benefits book or an original benefits claim letter
    • P45, P60 or pay slip
    • marriage certificate or divorce papers (decree nisi or absolute)
    • a gender recognition certificate
    • college or university union card, education certificate or PASS proof of age card (issued after June 2014)

    Given that lots of people who aren't UK citizens need to have a UK driving licence, you obviously don't need to have a UK passport to get one.

    The OP didn't specify a UK passport. He also didn't suggest that his son is a UK citizen.

    Read down the page a bit.

    The "If you do not have a UK passport" section is aimed at those who have passports, but not UK ones...

    No, but I presume the question has come about because of the strong linkage in application systems between UK driving licences and UK passports (having just received my own photocard renewal notice, which is going to use my filed passport photo).

    Thank you - that makes sense now. So it's either a passport or a birth certificate plus one of the documents listed above.
