Estate agent not informing seller of offers

Hi, the agent has arranged a block viewing for a vacant property which has no slots left. They've put me on a cancellation list but I don't really need to see inside. I know the area, the type of property, and have looked outside the property. I sent them an offer for the asking price and they've replied saying they won't inform the seller of my offer. They'll only be in contact if there's no offers following the viewing. Is that even legal? I thought they had to inform the seller?

It's legal if the seller has asked them not to be troubled by offers from people who haven't even viewed the property.2

It depends on the contract they have with the seller. They may have instructed the EA to only take offers from those that have viewed via the open house.2

...and that "instruction" may be as simple as "Our normal procedure is to only forward offers from people who meet our criteria of being serious, proceedable buyers. As other said, this can be legal subject to the agreement between the EA and the vendor.
However, if I was the vendor, I would want a sales process that solicited the maximum interest in the property, not one that imposes arbitrary restrictions. Even if that was because the viewing process restricted the number of viewers, if there was more interest in the property than that I'd want the viewing process to work in my favour, otherwise this sounds like the EA being lazy.
