First try talking to them, if that fails then contact your local Environmental Health Officer and explain that your neighbour is causing a statutory nuisance under the EP Act 1990. Your local Council is duty bound to investigate.
They will write to your neighbour explaining a complaint has been made against them and explain 'the rules' and the potential consequences. They will also ask you to keep a diary of occurrences, severity effect on your quality of life etc and then make an assessment on whether they should take matters further. If they do they will probably want to come and witness the nuisance for themselves.
Any judge would normally take the EHOs advice and could issue some kind of injunction.
If they decide not to take action you can bring a case yourself in the magistrates court, but in these instances you would need to prove the nuisance 'beyond reasonable doubt'.
Witnesses would be good, do you have any other neighbours that are also effected?
