The standing charge and all those rates are extremely expensive.  By way of comparison I've just signed up to a 13-month single rate fixed tariff at 12.977p/kWh, Standing Charge 10.00p/day inc VAT although I have an E7 meter.  There's also a £30 exit fee but as it's so cheap there's little risk of paying that.Unfortunately you're unlikely to be able to move with a big debt, but you may be able to get a better deal from SSE.

Thanks for the help folks, I had to delete the bills, as they contained some stuff that could be used by ID thieves :-)  I think I've got a good idea what's happened here, so it's a phone call to SSE to see what they can help with, i.e payment plan etc. Another lesson learnt. Kind Regards!

Do look at switching to a lower-cost tariff once you are able to, you could save 20% or more compared to what you're paying now. I'm sure the extra £250 a year in your pocket would be welcome!

Yes, I will be switching Qriz, once the debt is paid. I spoke to my brother who has a big family home with wife and kids, he paid £700 for the whole year, at 60 a month, which may be low as energy goes. I have been here just over a year, single guy in a 1 bed flat, with only a desktop pc on most of the time, so the £1600 or so is said to be quite high. There might be something wrong with the meter, what with the 'CALL HELP' warning under the readings. Regards

Comparing with others is not good - you have an all electric flat and that is always going to be expensive; your brothers gas heated house is  completely different
Never pay on an estimated bill. Always read and understand your bill

It’s not your desktop pc that’s killing you it’s the heating and hot water. Do you know how your heaters work? When do you have them on? Do you use an immersion heater, when do you have that on?

Phoned up SSE and I explained my situation, they had a look at my bill and they said it's actually £311 and not £1627. Hopefully that's now sorted out.  I've hardly had the heating on this year tbh, and I rarely use the immersion for those very reasons, Thanks for the comments people.
