Scottish Power gas prepayment debt can anyone help?

I couldn't see a thread about this already so I apologise if I missed it, I will try explain this in as little a post as I can,
I have my gas supply with Scottish Power and due to being on benefits around 3 years ago I could no longer afford to top up the meter so the only decision was to have my gas supply capped by my local housing authority,
What I never even thought about at the time was that although I had no active gas supply in the property and had to call Scottish Power to explain why to top ups were being paid to gas I noticed there was a huge debt racking up on the meter,
So in short although I never had a gas supply for 3 years I have a debt now in excess of £300 for the standing charge which I completely understand that having the meter in your property whether or not it is live I am liable to pay
So this year I have finally got the gas uncapped and started to top up but 70% of each top up goes towards debt I end up with literally no gas so again I am back to the position that I can't afford to top up both gas and electricity and have stopped the gas again
I had previously spoken to a Scottish power advisor about this as I was finding the amount of debt stressful, I can remember that there is a thing I can do with Scottish Power to apply for them to wipe the debt as I am on long term sick but the wait times to her thru to them are long!!!!
On the off chance that anyone has done this same kind of thing or knows the process and advice help on this would be greatly appreciated

Citizens Advice may be able to help, e.g. to make sure you are getting all the benefits to which you are entitled.You could also have an extra £159 per year available to help with the gas bill if you stop paying the TV licence and only view online or via DVDs. You don't have to get rid of the TV or even unplug the aerial / dish. All you have to do is to make sure that you never watch or record anything that is being broadcast on TV at the same time, on any channel, and that you don't use the BBC iPlayer.1

Sounds like the hardship fund. You will need to speak to national debt line or similar to apply not Scottish Power. May be worth speaking to Scottish power again while waiting to see if you qualify, they may lower your debt repayment.1
