Have you spoken to your neighbour about the difficulty it is causing you? You’ve not said either way, so if not that is one more option to be explored.
All shall be well, and all shall be well, and all manner of things shall be well.

Pedant alert - it's could have, not could of.

It can also be very difficult for pedestrians, especially those with prams.

    Thanks

25 years ago, a policeman friend of mine told me that if someone couldn't walk past with a pram (and were therefore forced to go on the road) then this was the benchmark by which he and other officers would take action.  I do suspect, however, that it counts for nothing today.

Do you park on your driveway and its the fact that you have to poke out into the traffic that causes the problem?  Is there any option for you to also park on the road or would you fear for your wing mirrors.

As already suggested, the van sounds like it may be parking pretty much legally and if the only obstruction is when emerging from your own private drive then its almost certain that you wouldn't get many people in authority interested.
As its your next door neighbour, would you be OK with them knowing it was you that dobbed them n though?

I've been in this position with my baby and being forced to go into the road when someone parks their car on the pavement or a delivery driver parks on the pavement while doing deliveries - pointless in this case as people still need to stop behind as there still isn't room for two cars to pass even with the van on the pavement.  I have called the police on this before and stopped a police van as it was passing and they have taken action.  In the case of delivery vehicles, I call the company concerned and report it.  I have had a quiet word with the drivers in the past also.

When my children were small enough to be in prams I was often amazed at how small a space you can actually jam your pram through between a car and a wall if you push hard enough.
I know it is quite surprising. Even squeezing through yourself is possible although belt buckles and studs don't tend to do the car much good if you have to get past
Remember the saying: if it looks too good to be true it almost certainly is.

When a car is parked across the pavement, I become so tempted to walk over the top of it.

Is it his van, or a works van?
If it's the latter, complain to his work.
Our guys are allowed to take their vans home, but complaints from people have meant we make them park well away from houses and walk the last bit.
That or they leave the vans here and take their cars to work.
