I am a housing benefit officer and in the circumstances mentioned the claim would remain with Housing benefit. It is not a relevant change to move to uc.4

I am very happy to report that I have had an email from the council this afternoon to confirm that are going to continue paying housing benefit on the permanent tennancy and will get the new payment in process next week. In the interim, they are continuing to pay housing benefit to her account. I am assuming they are processing this as a 'change of circumstances' as everyone has suggested.
I hope this thread will also be of use to anyone else who finds themself in a similar situation.

Glad it appears to have been sorted - just a poor show that local authority gave wrong advice to start with.Information I post is for England unless otherwise stated. Some rules may be different in other parts of UK.1
