Council Tax Support/Benefit with a negative credit balance after successful PIP claim

I was recently awarded PIP backdated to April, and as a consequence I have also been awarded Council Tax Support backdated to April. The council have sent me an amended Council Tax Bill that states there is a credit balance of - (minus)£199.29 and that I should contact them to discuss it. 

I'm probably being dense, but does this mean they owe me £199.29 and are prepared to refund it, or do I owe it to them?

It's probably a backdated rebate, but the 'minus' is throwing me off and I want to be certain before I contact them.

    Yes, it means they owe you the money.  I would expect they will refund it to you, but you won't know until you phone them!  Good luck, and spend it wisely!  :p
