as everyone else has said, the council can charge the estate, if there was anything in the estate. Thye cannot charge you simply because you are related.
'Next of Kin' is meaningless in this situation.
I would put in writing to the council that you are not administering the estate and so far as you know, it is insolvent, and that as you are not administering the estate they should not be contacting you any further, (If you want, add in ..unless of course they undertake the administration of the estate in which case they can, of course, contact you to arrange to pay for the funeral which is of course the first call on any funds which they might discover.)!
If you have the energy you could also make a formal complaint to the council about the incorrect and misleading statements made by their employee and how inappropriate this is, particularly under these circumstances.
