Building Control Certification

In the process of buying a bungalow which has a kitchen extension and a conservatory extension carried out since 2002.  Both additions appear not to have needed planning permissions as they both fall in the 'permitted development' category (size, curtiledge etc) so I'm not at all concerned about lack of planning permissions. 

I am certain that the work for the kitchen extension was carried out in late 2002 going into 2003 as I see an entry for 'kitchen extension' in the public online Local Authority Building Control submissions.  Not exactly sure when the conservatory was done but probably 2013 if the sellers's TA6 form is accurate.

Q1)  Would there necessarily have been an accompanying building regs certification issued to the orginal owner way back in 2002?  Or is the building control entry in the local authority database sufficient to know that building regs were complied with at the time of the construction?

Q2)  Relating to the conservatory extension,  it is connected to the CH system as it has a radiator plumbed in (with a TRV valve fitted from what I can see in the photos).  The LABC rules suggest that radiators NOW fitted would have to be independent from the main house system, have an ON/OFF switch and have temperature control.  The 2010 document that I have seen (page 2) for rules in force at that time https://www.labc.co.uk/sites/default/files/labc_4893_techg_conservatories.pdf   state this but also state (page 3 next to ***) "Independent temperature and on off control could typically be achieved using thermostatic radiator valves within the conservatory"  and there is even a picture of a TRV valve!

If this is the case then presumably I should not concern myself unduely apart the lack of building control for the conservatory?

I am aware of either (1) applying for retrospective building regs compliance or (2) getting indemnity policies in place for the building regs issue for the kitchen and/or conservatory.

    The council isn't going to be knocking on the door about works done 18+ years ago, so I would suggest you (with the help of your surveyor) form your own view about the quality of the extensions, energy efficiency etc.

    Just make sure the kitchen extension is a double skin wall. If not it can be a mortgage issue.
