I raised an issue with my car 1 week after buying - but its been 9 months what are my rights?

It's not 'almost brand new'. It's between 17 months and 21 months old. And far beyond the point at which the OP can reject it under CRA 2015. The only remedy is that offered by the dealer or Skoda UK, or via the county court route.
The car does 'work'. It has a minor intermittent fault in the Bluetooth system or software. It is neither unfit for purpose nor unroadworthy, despite the inconvenience caused to the owner-for which a simple workaround solution has already been suggested by AdrianC.No free lunch, and no free laptop

While you wait for a permanent solution, get a decent bluetooth unit that clips on the sun visor and bill the dealer for it.0
