The seller doesn't have to declare any known faults. they simply have to be truthful when asked. You cannot expect a £1500 banger, probably ten years old or more (?) to be free of faults. As pointed out above, context is everything, so without knowing the age and mileage of the car, and the alleged faults, it's impossible to say if your dad has a case for a refund.
NB: not sure if ebay will provide any protection here, as the OP's dad is stated to have paid by bank transfer, not via Paypal? There will be no protection if the sale was conducted off-site.No free lunch, and no free laptop
