Right to Buy discount

I have been going through the RtB process since Dec 2019 and, after many futile months I now have a re-valuation of the property. Problem is that I am only being offered an 8 year discount (as at the time I first applied), instead of the 10 years that I have now been resident.
Are the council allowed to do this? Surely the council should have to apply the discount applicable during the year of purchase, and not the year of completion? It appears to be operated by Government, rather than local government, so how can they decide what is available as discount?
I have had serious issues with the council, over the years, and got fed up with all the outstanding and necessary repairs so I decided to buy and get it all done myself. Being housebound now, I need adaptions to help me get around and I am suffering because of these obturates.
Any thoughts on this?

No, I have a feeling I will have to add it to all of my other issues with the council; then sue them when the sale is finalised, as I have given them sufficient warnings.

The Section 125 Notice is an important document and you should read it very carefully. It will tell you five main things: • It will describe the property which you have the Right to Buy. 15 • It will tell you the price the landlord thinks you should pay for it. To calculate this, your landlord must first work out how much your home was worth at the date on which you submitted your application form, and then take off your discount. If you have made improvements, these are not allowed to put the price up. If your discount is reduced by the discount limit or the cost floor, the notice must say so.
