Quick building regs question - fire escape skylights - applicable or not allowed?

I'm hoping someone may be able to advise? I have contacted Building Regs but they are unavailable for discussion today.
Can we replace an existing centre-pivot skylight with a top-opening fire escape option on the 3rd storey? I have gone to order one today and notice a note that says 'first floor only'
It is the original layout of the house, and adjoining bedrooms have standard casement windows. Due to the height, they would not be suitable for an escape route, so we would like to improve this. Below the skylight is a flat valley area where a 2 storey section joins, so it would be safe (ish) to climb out onto.
Common sense tells me it would be better to provide an option in an emergency but I don't want to fall foul of Building Regs when they inspect and sign-off. (This is part of a re-roof and we have discovered the existing skylight is not worth saving).

They said an escape window in that location is not appropriate. We are instead replacing like-for-like.0
