Scotland £2,000 grant to scrap car for low emission zone

As a thankyou to the forum for some advice I got on an other matter I thought I would share this scheme. DO NOT scrap your car before you are accepted for the grant as certain rules and procedures need to be followed.

The scrappage scheme applies to residents and businesses within 20km of the impending low emission zones(LEZ) going in to effect from 2023 in Glasgow (ALSO for Edinburgh, Aberdeen and Dundee but I don't know if they have the same rules to Glasgows introduction so please check)

The scheme has been running since 2018 and this is the first I have heard of the grants.

when the low emission zone finally comes in to force, all cars that are non compliant will not be allowed to enter the LEZ and will be fined.

non compliant cars are classed as Euro 3 or older petrol cars (generally cars registered before 2006) and Euro 5 or older diesel cars (generally cars registered before 2015)

The energy saving trust is dealing with the grants under means tested assessment, main criteria is being in receipt of certain benefits and length of car ownership and is currently road worthy, taxed and mot'd.

For residents living within the low emission zone for Glasgow they have been allowed an extension to June 2024 to become compliant, other cities may have different rules so please check. More on the Glasgow LEZ can be found here: glasgow.gov.uk/LEZ

I checked my eligibility for myself as I reside within the Glasgow LEZ and own a non compliant vehicle. I called the energy saving trust on Saturday 26th of July and I have just  been accepted for the grant today!

The phone call I had with a guy at the energy saving trust was a very pleasant experience and very straight forward. he checks your eligibility by asking some questions and making you aware of the procedure. maybe spent 20 minutes max. I was then emailed a link to fill out an online forum and provide evidence of my benefits and V5 in my name and address. again this was another surprisingly pleasant experience. They didn't accept my DWP letter as proof because of the dates being more than 3 months but gave me the opportunity to upload a bank statement showing payments of benefits. I heavily redacted all my other in goings and out goings and this was accepted so long as it showed my name and address and DWP payments.

in order for them to now release that grant to me I have 3 months from today (they allow extensions to this timeframe) to take the vehicle to an approved treatment facility (ATF) and tell them I want to destroy the car, make sure they know this and to provide me with a certificate of destruction (COD) I then send this COD to energy saving trust and the grant should be released with 5 working days. Remember do not scrap your car before being accepted for the grant.

once the grant has been released you and one other person in the household is now eligible for up to £500 each to spend on other means of transport such as bus passes, bike accessories, maintenance, repair. just provide them with a receipt as proof you bought these after you got the grant so you can be refunded.

be quick as funding could run out but they will be doing other funding rounds when this happens and you will be enrolled in to this if you haven't been successful this time but are still eligible. thanks for reading and good luck.

    also to add a little brucie bonus, upon further reading of my grant approval email. you could probably try and sell the vehicle to the ATF for destruction I cant emphasise enough it has to be made clear the car is to be destroyed and you want a COD and it is not sold on by the ATF.

    A quick check of the website suggests that the grant is only offered to those in receipt of specific benefits.  It's a great idea!  Let's get those unsightly poor people in their nasty old cars off the roads, and keep them confined to sink estates.  Presumably the scheme will be expanded to offer grants to benefits claimants agreeing not to go within three miles of a Waitrose and double for those willing to drop to their knees and kiss the feet of any recognised middle class person they encounter.

    A quick check of the website suggests that the grant is only offered to those in receipt of specific benefits.  It's a great idea!  Let's get those unsightly poor people in their nasty old cars off the roads, and keep them confined to sink estates.  Presumably the scheme will be expanded to offer grants to benefits claimants agreeing not to go within three miles of a Waitrose and double for those willing to drop to their knees and kiss the feet of any recognised middle class person they encounter.  
    I though the idea of the grant was to use the money to fund a ULEZ-compliant vehicle.  And the £500 for a bike was just a bonus.

    What would I know - no such grant scheme to compensate for ULEZ in London GRRR:(

    As for Waitrose, those that can afford it are welcome to it.  I visited for the first time in eons last week (because I only needed a couple of items and was in the adjoining JL) but was absolutely shocked at the prices.  Ended up in my normal supermarket.

    That is exactly what the grant is for. You can scrap the old car but can do whatever you want with the money. There are no restrictions on what you can do with it. You can even buy another gas guzzling emission belching monstrosity like the one I currently have. They are also offering loans for electric cars and e-bikes.

    The 500 bonus can also be used for car clubs etc.

    I intend to put that 2k towards a compliant euro 4 petrol car or as a deposit on a euro 6 diesel

    It's actually brilliant because when the lez is in force there is no way could I afford another car without the grant

    I live right on the inside edge of the boundary and the most annoying thing about this lez is they are narrowing all the roads leading to the lez (hasmt Bremen said that thisbis why they are narrowing roads but you can see it probably is the reason) which is causing massive traffic jams in the residential areas no doubt driving up pollution significantly. The city centre has barely any residential properties, they are mostly on the boundary line of the lez. It seems stupid.

    Quick question, does the grant apply if buying a used EV?
    I might be able to get my mother to stretch to a used Zoe around the £5K mark, but no more.

    You can use the grant to buy what ever you want but have a look at the scheme. There are additional help for electric vehicles

    Just scrapped my car, it weighs 1.6t and has 4 alloys

    spent the day calling around scrapyards that are ATF registered asking what they would offer for the car as scrap. it was all looking pretty dire with companies saying they wont offer anything or I need to pay fees to get rid off the tyres and that would be took out of any offer (£60 per ton) then finally... EMR on South Street, Glasgow. called up and lady asked me to do it online instead so hopped online, really quite a poor procedure with 3 different websites to go through (why they dont have just one ill never know) I done the quote, submitted my documents and then confusion as to what happens next, no email etc. called the lady and she said just go to the yard ill let them know you are coming and having trouble making an account.

    was there all of 15 minutes and im waiting for £320 going in to my bank account later today. very happy with that. Certificate of destruction issued there and then on the day so no waiting a week like I was told by other ATF's

    i've no reason to believe I wont get the £320, they are a professional company on south street have receipt and docs, I used them before to scrap old home appliances before the government put regulations on public showing up out the blue so you need to register accounts and stuff with them.

    COD submitted and now waiting on the grant.
