Ex signed TR1 and funds exhanged now he wants more money

My ex husband and I agreed via his solicitor the amount I would give him to purchase his part in our joint home following our divorce. I paid the funds to his solicitor and he signed the TR1 in mid June. His solicitor has failed to send the conveyencing firm a certificate of independant legal advice and therefore my mortgage has been unable to commence as planned on the 1st July. My ex has signed the TR1 and this signed form is with the conveyancing firm and he has accepted the funds I sent. However, last night he has decided that he wants another £10k or he won't allow his solicitor to send the missing certificate. Could someone advise me if he can do this as he's signed the TR1 and accepted the amount that we originally agreed upon?

I'm sorry, I don't understand? We agreed everything in writing via his solicitor.

I didn't use a solicitor, just a conveyancing firm for the mortgage who are handing removing his name from the deeds.

No, following the transfer of the property we had an agreement for a clean break order.
