Posting/shipping matters is a major feature of the Ebay board, so yes that could well be appropriate, or even the Shopping board but certainly not here.
BTW, it is absolutely the sender's responsibility to know about any import/customs issues before sending, so there is maybe a question of why the need for this thread arose in the first place..?

I think the OP's question is an example of a question that does not fit neatly into a category and posting here has some logic.
