Is there a reason he can’t find another job before the rate runs out? They are extremely easy to get at the moment, with wages facing strong upwards pressure at the bottom end.
I don't think you can make a blanket statement about how easy it is to get a job, now or any time.  Some people are highly employable.  Some may be highly qualified but can't easily manage the recruitment process.

I know the news is full of how difficult it is for employers in hospitality or in agriculture but not everyone wants or is able to do this kind of work.

Not being willing to take a job doesn’t mean that they are difficult to come by.

Anyone of sound mind and body and with the right to work should be able to head out of the house on Monday morning and have a job sorted out in time to get home and cook dinner.

The real world doesn't work like that, you have to book interviews (with covid compliance) etc and the sort of job immediately available are things that may simply be unsuitable for everyone like shelf stacking or call centre work
