bwlegal chasing me for parking charge from December 2016

On 26th June I received a letter from bwlegal for a parking charge at Eastkilbride from December 2016. They say the balance due includes £85 PCN charge and debt recovery costs of £60. The letter states that if I do not contact them with a valid reason for non payment this may proceed to their legal process.
Should I pay this charge

East Kilbride sounds like Scotland? Just ignore, do not respond at all, if you receive court papers, it can be defended, there is no keeper liability in Scotland at the moment.1
