NS&I - Direct Saver. Can't withdraw cash?

To meet Halifax criteria, a few members of my family had NS&I accounts opened, specifically the Direct Saver account.
That's me, my wife, my mother, brother & sister.
Every single one had minimum of £500 put in to them. Every single one could draw that £500 or £1000 back out with the exception of my sister. She had £1000 put in for 2x Halifax accounts yet could only withdraw £500. Her current balance is £501 and she can't withdraw £500. This has been the situation for over a week now.
Yes, exact same account as the other 4 people I mentioned.
Anyone else reading this had this situation and can suggest what's gone on?

It takes up to 7 working days for a debit card deposit to clear into the NS&I Direct Saver and to become withdrawable.

When your withdrawal takes you within the £500 minimum, the only way you can access it is by closing the account.
Hence £1,000 - £500, still leaves a balance above the minimum required by the account.1
