    I would try to get the step hooks up in line with the sides of the ladder.  With them hanging there is always the risk of something catching on them and bringing the ladder down on your head.

    Thanks. I could turn it round so they’re near the end wall. Either that or invert the ladder.

    I wouldn't trust a bungee long term. I'd have brackets on both ends with a bungee or something better to stop them being accidentality being pushed off. Tying them to the bracket would work.

    Inverting the ladder would do it.  Why didn't I think of that?

    Yes. Was thinking of fitting brackets at the other end also. Idea being that I just offer ladders up and push them forward to hook the rungs over them.
    The ladders do actually stay put if I take the bungee off. Will only fall if moved back 5” or so.

    Replace the bungees with brackets like the others but with upturned lips so that the ladder cannot move and slip off.  The rubber in the bungees with perish over time as has been said. 

    PS.  you will have to put in some timber blocking between the joists so that the brackets are at a rung position.

    One of the rungs bungee end actually lines up nicely with a joist so brackets could be screwed straight on.
