Excel Parking - Privacy Notice on windscreen & now PCN to NTK letter - did not pay for parking.

A relative parked in a car park we have used for years and never paid for a ticket (there is a machine we have since noticed!) but no one we have ever seen use it in 10 years has ever got a pay and display ticket for their car. Haven't actually got a photo of the signage so will do that beforehand (not close by) just to check there is no free stay element but highly doubt there is.

Relative was taking young child for haircut. Came back to vehicle and had a "privacy notice" with just the date on 16.6.21.

On windscreen...



I came on here and saw to complain to retail who said they were not responsible for the car park it was done as a retail park management issue and the car parking company. Also saw to sit out for the NTK as it was Excel Parking.

NTK has now come, arrived on 23.6.21. Clear photo of relative's vehicle in car park.


I assume given it wasn't paid, then there is very little that can be done but worth a stalling complaint? And use the bog standard generic reply?

Re PCN number:
I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.
There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.
If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.
If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner.
