Offering on a new build plot not yet on the market

How do you offer on a new build flat by a developer marketing through an EA if the particular plot isn’t yet on the market?  

The particular plot is not yet being marketed on the open market and only found out about it as I enquired about it.  I was told that they are open to discounts and incentives at the right price. It would also be an off plan purchase. 

I have researched prices around the area but don’t really know what to compare to.

    I did. They said they’ll accept an early offer on it and if accepted and reserved, they won’t bother marketing it.
