House Valuation

Hi new to this forum.
My partner and I are current having a double storey extension built onto our house. Her dad is a builder and is covering the cost so far and we are hoping to remortgage to pay him back and finish off what’s still to be done. I was wondering at what stage would the house be fit to be valued to get the most out of the valuation. We won’t be able to totally finish all decorating etc but if kitchen/bathrooms/heating/windows/doors/roof are done would actually decor or floor coverings etc effect getting a good valuation?

Perhaps an estate agent can answer this one, but I would anticipate the finished product and the finish would have some impact on the valuation.0
