Ringo payment failed and ended up with PCN

I've recently received a Notice To Owner from Camden council relating to parking of a vehicle without payment. Problem is the driver  left the vehicle and went to pay via Ringo phone en route to work. There were problems with Ringo not recognising the card details initially and also no connection to the Ringo app. Payment was eventually made but 50 minutes later.

Additionally the Notice To Owner was sent 33 days after the date of contravention - not sure if that carries much weight?

Just wondering whether there are strong enough grounds to contest this.
