If a bank doesn't participate in the COP scheme, in my experience the message you get when checking a payee will say so. You get a different message if the name doesn't match, and depending on how big the difference is, it will tell you what the name on the account is. If it's a large mismatch, you'll just be told that the name you entered is not the same as on the account.

You could send a smaller token amount to ensure that the payment is received into their account and then send the rest. - This is what i've always done, even before COP
This is what I do too, however, I have seen horror stories (allegations) of accounts being frozen for making a large transfer following a small "test' one as apparently this is scam tactics too 🤷‍♂️

We paid a builder - his bill was £5012. I paid the £12 and phoned to get confirmation. I then sent the 5K but it didn't arrive.
I phoned First Direct and said 'please don't block this', but then the next day I got a call from the FD fraud squad!!!!

Make a test transfer of a token quid or two and get written (email) confirmation of its successful arrival from the recipient, before sending the balance?

Emails can be spoofed. Last year when I bought a car (and paid a builder) I spoke to someone in person and asked them to tell me what the test transfer amount was, that way they can't just say "yes, we've received your £1 test transfer"...

We still have to call customer even with notes stating it's genuine. Procedures haver to be followed.

I told them to pay the guy and they did! :)
  • Or you can pay by debit card and the problem with transfer will be sorted.
