When is a road not a road?

    Can still be adopted highway, this may be on your Local Authority's public maps online, or drop them an email to confirm.

    To add there are to demountable bollards in that photo, so presumably if required they drop and allow wider vehicles through or for maintenance.

    I know exactly where that is, have parked my car opposite the pub and walked over the bridge many times, I always thought it was just a no-through part of the whole "Street", the road either side of the bridge has the same name, I don't think there's any question of it not being a part of the road. I think that it was closed to traffic to prevent "rat-running", it's quite an exclusive neighbourhood and the residents didn't like cars using it as an alternative route to the "parallel" road that you mention in your OP. I don't know if there were concerns about the integrity of the bridge maybe?

    When you say that the main road is closed, do you mean the parallel road? Google maps shows roadworks? If it is closed, I'll alert my colleagues, we have go to that area every day.

    You'd assume so though never seen them removed. They replaced the walk ways on each side (one at a time) and the three vans just parked on the road.

    The centre part rarely gets used other than cyclists as most people use the side walkways 
    it's quite an exclusive neighbourhood
    Its like a lot of redeveloped London... lots of modern builds and warehouse conversions that have recently become very expensive but a reasonable amount of low rise council flats and (ex) council houses.

    Just checking the bus route and it now shows as reopened... haven't been out that way for a few days but haven't noticed that the buses had returned

    Indeed, after all most pavements are adopted highways, doesn't mean you're allowed to drive along them.
