Is there a quick fix?

Connect it to an external monitor or TV screen.If problem goes away, screen needs replacing. If problem remains, more serious issues.If issue goes away the very quick/temporary fix is the external monitor, as the laptop will need a new screen.1

highly unlikely. No quick fix, but it is not that hard to replace a screen, just look on youtube.
By putting it onto a tv, and bypassing the laptop screen checks to see if the issue is the laptop motherboard, or the laptop screen.
I would predict and say that it will work fine on a tv, and will be a faulty laptop screen, but you have to do the test to be sure.
A ballpark screen cost for an unknown model of toshiba is circa £50 - give or take £20, but you have to go to ebay yourself and put the make and model in then choose the correct one to see the price.0 -
See if it makes any difference to the screen image if you open wide then partially close the lid.If the picture stays the same, then it's probably the screen, as suggested above.If it changes (improves, or gets worse) then it [i]might[/i] be (the seating of) the ribbon cable from the main laptop across the hinges to the screen.1

Once you have tested with an external display, definitely worth stripping the laptop down and reseating the LVDS ribbon connector before springing for any parts.

No need to reinstall anything. Windows should recognise the new screen and send output to it. If not you're in a Catch-22 where you need to log in to change the display settings but can't login. Although you should be able to. Even though the log-in pane is not showing Windows still believes it is, and will have the cursor ready to type in your user id (assuming you have to do that at login). All you need to do is do whatever you normally do to log in - type your Id, tab to the pwd field and then type the pwd and hit Enter. Windows should log you in. From there you can r-click on the visible desktop to access Display settings where you can set it to display in the external monitor.
If you cant see enough of the display panel to do that, press Shift and then r-click on its icon in the taskbar and then select Move. You can now bring the panel into sight using the left / right / up / down arrows. That should get you past the initial issue.
