The problem when window companies  work around an existing cable through a window is that they may sandwich it between the new frame and the wall. This can cause problems over time.

Fair to say if a window company is willing to move a BT external cable which results in no negative effect then nobody knows and their is no cost involved, however if external BT cable is moved and gets damaged this might result in downtime as well as charge/cost to remedy.
Had I asked window company in first instance and they had indicated that they happy to move cable at my own risk I probably would not have asked BT, however having gone on BT Chat and been given incorrect infomation including saying would be no charge for me.
My follow up contact with BT was via Twitter, they told me correct procedure which was to complete form to Openreach which led me to me becoming aware of apparent compulsory charge, the reason I asked for tips/experiences on possibly getting charge waived is this is a Moneysavingforum, fact that £130 charge I can afford easily is not relevant.( the less money spent, the more money saved)

Have the windows people said it needs moving before they change the windows? Some are quite resourceful and will sort out the problem themselves.

That's the simplest answer ..... you can only hope you don't get too much of a jobsworth.

Simply upgrade to fibre broadband. You will need a new cable from the pole but as you are taking out a new contract it will be free and they can move the old one at the same time.

Maybe for FTTP (if available) but not for FTTC I wouldn't have thought.

Had that problem with an unused upstairs phone extension - the cable had got pinched when the new window went in and allowed water into the cable. Got Openreach in as the broadband was flakey but the engineer found other (external) issues first then when the line would still not pass his tests, he just disconnected the extension - no charge   :D
