Presumably the year abroad is scheduled to start in September this year but as Leeds Uni don't know what the situation will be in September they can't say whether it can go ahead.
Personally I think it would be sensible for the university to defer the 2nd year, so they spend the next academic year in Leeds and the following one in Japan but that's just my opinion. The university might have to rework the 3rd and 4th year modules if the year in Japan is done in the wrong year.
Since there wouldn't be any plans for the second year study as the students should have been abroad it will take time to make alternative arrangements.
You're presuming the number of first years is consistent every year. Even if the university offers the same number of places it doesn't mean they are all filled.
Are you sure there's no plans for alternative second year study? Unless the course is brand new this year what happened to those who did a first year in 2019/2020 and should currently be on their second year? The university might have a number of alternative options but still need to decide which one is best.0 -

the university have advised there is no guarantee of places for a later year. Presumably, current year get priority of places.
There may be more applicants the following year.
There is also information on the Leeds website that states they cannot guarantee ANY abroad placement that is cancelled due to numbers of applicants for the following year
But, since the situation is now very different to normal who knows what the university will decide to do. I doubt they have a back up plan in the wings so will only m=now be considering their options.0 -
Presumably if the university cannot guarantee a placement, then it is not a requirement to complete the course.
The OPs daughter will need to make the decision on whether the course is worth continuing with if she's unable to have a placement abroad for a year.0 -
The situation has probably not arisen before so the university will now have to consider how to deal with it.
I doubt they are ignoring the situation.
Like many others at present who do not know what is happening about situations impacted by covid, the OP's daughter will have to wait until some decision is announced.1 -
