Whether it's essential can affect whether your travel insurance is valid. If the FCDO advise against all but essential travel then it could mean your insurance is invalid if the purpose of your trip is a holiday.

Note also while some 'amber' countries aren't much different to the UK in terms of COVID infection rates, some may have limited hospital beds so if you are unlucky enough to get COVID and to need a hospital admission you might find there's no room at one covered by your GHIC.

Avanti Staysure and Battleface cover going to a country against FCDO advice , they will cover Covid too. They won#t cover if a country is on/goes on the red list

Or a local insurance policy, which isn't a requirement for Greece or Spain, but is a requirement for some other countries.
