Disabled Facilities Grant/SMI

A couple of weeks ago MSE newsletter had a letter from a guy called Frank who’d been able to have nil personal contribution for his Disabled Facilities Grant because he received SMI on his Council Tax. My parents have been asked to pay towards their DFG even though my mum gets SMI. I have tried every council/government department I can think of and no one has heard of this. The DFG team haven’t heard of it either. Does anyone know who I can contact? It’s quite urgent as everything is ready to be signed.

I think different councils have their own criteria for DFG. There's a standard means test that applies across the country, but some Councils use their discretion to make it more generous1
